I heard that when all the engineers met to figure out how to stabilize the tower, there was a protractored debate over the method to use. There was a long list of them, and it was quite a tilt before they decided, after looking at it from every angle, that a lean construction method, using the fewest amount of materials necessary, was best. Some of the engineers were quite obtuse about it, but the problem was too acute to ignore.
